Position Summary:

Serves as the Program Manager for the development and implementation of the Omani Military Joint Logistics Military System (JLMS). Once fielded, the JLMS provides automated supply, maintenance, transportation, petroleum and accommodations management for the Royal Air Force and Army of Oman and the Ministry of Defense Engineering Services.

The Program Manager leads implementation and directs that development efforts in delivering the required JLMS capabilities within the cost, performance and schedule parameters of the program. The Program Manager leads all aspects of the Oman program to include planning, collaborating and executing functional and technical requirements; synchronizing actions across the seven program baselines to include organization, cost, requirements, technical program measures, integrated master planning, configuration and processes and tools.

Provides direction to the Deployment staff necessary to successfully complete program deliverables. Responsible for all phases of the program to include requirements development, test, software development, testing, training and implementation. Provides daily, weekly and monthly reports to both the customer and corporate staff on the progress of the program. Manages risk using an integrated risk management tool and developing and enabling the mitigation strategies required to successfully achieve program requirements.

Staffs and approves all program deliverables to include blueprints, traceability matrices, detailed test cases, plans and design documents. Leads in-planning/in-progress reviews and planning and execution of Quarterly Program Management Reviews. Responsible for disseminating and directing program priorities and setting the right staff operational rhythm.

Facilitates the effective flow of information between the customer and the program deployment and development teams, resolving problems in a timely manner.

Responsibilities

• Planning, organizing, directing and tracking activities within the cost, scope and performance required by the program.
• Develops and manages an integrated master schedule that defines the tasks, resources and milestones of the program through successful completion.
• Directs and supports the software development effort.
• Manages the seven program baselines and risks; organization, estimate at completion, schedule, requirements, technical program measures, configuration and processes and tools.
• Prepares daily, weekly monthly status reports for submission to customer and corporate leadership.
• Manages the Deployment Team and ensures logistics support from initial sponsorship and integration through completion of the employee tours. This includes all Omani employees that are a part of the team.
• Plans, develops and submits for approval all program deliverable documents including blueprints, design documents, plans, detailed test cases and others.
• Identifies, evaluates and mitigates program risks and issues.
• Plans and executes all program reviews and customer meetings.
• Ensures quality compliance of all deliverables prior to submission to the customer.
• Ensures the program operates within budget.

Typical Education and/or Experience Qualifications:

• Bachelor’s degree and typically 15 or more years’ related work experience, a Master’s degree and typically 13 or more years’ related work experience or an equivalent combination of education and experience.
• Experience with project/ program tracking software, preferably Microsoft Project.
• Extensive knowledge of and experience with US Department of Defense (DoD), and/or international military maintenance, supply, transportation automated logistics systems and policies.
• Direct experience as a logistics officer in the US or International Military is strongly desired.
• Experience in the Middle East and with international military customers is desirable.
• MS Office, CRM experience, MS Project.
• PMP, or PRINCE2 certified (desired).
